NOAA: Double-dip La Nina emerges
For Texas, this means that overall we should have a warmer than normal and drier than normal winter season. It also means we can get hammered with a cold air outbreak. Last winter was an example of this situation. Overall, we had a warmer than normal winter and it was drier than normal. We also had the brutal February cold blast event.
